- If never requested, allow

- If requested less than 5 times and the last request is more than 3 days ago, allow

- If requested 5 or more times and the last request is more than 30 days ago, allow

- If mobile phone field is blank or is less than 10 characters, do not allow 

- If contact has already responded, do not allow

- If none of the conditions apply above, do not allow
