By Tom Daykin of the Journal Sentinel A pair of proposed apartment developments - one on Milwaukee's east side, the other near Marquette University - are moving through the city's zoning approval process. HSI Properties LLC wants to develop the four-story River Pointe building, with 87 apartments and 100 underground parking spaces, at 1887 N. Water St., just down river from the Humboldt Ave. bridge. The development firm would demolish a vacant, obsolete industrial building at that site, which is near other new and proposed apartment buildings on the east side. The proposal first surfaced in November. The Plan Commission on Monday recommended approval for the development, which also needs Common Council approval. A June construction start is planned, with completion of the first units by July 2014, said Ryan Schultz, an HSI co-owner. River Pointe would have mostly one-bedroom apartments, with monthly rents of about $1,225 for a 700-square-foot unit, Schultz said. Meanwhile, Opus Development Corp. wants to build a six-story apartment building, with street-level retail space, at 1400 W. Wells St., where a small strip retail center would be demolished. That proposal, also approved by the Plan Commission, calls for 80 apartments for 165 students and 20 enclosed, street-level parking spaces. The Common Council's Zoning, Neighborhoods and Development committee and full council are to review the Opus project at their Feb. 5 meetings. The Opus building would be the largest student apartment development near Marquette since 2040 Lofts, 2040 W. Wisconsin Ave., completed a 100-unit addition in 2009.
